Heartbroken by killing of Juzoor colleague in Gaza

Plan International is heartbroken to confirm that Tasneem Shublaq, a psychologist working for our partner organisation Juzoor, was killed along with her 2 children, Sham (5), Suleiman (3) and her unborn baby, in an Israeli airstrike in Gaza City on Saturday 20th September 2025.  

Tasneem, aged 27, lost her son Musalm (3) a year ago in another Israeli strike. Despite the displacement order following Israel’s intensified military assault on Gaza City, Tasneem had stayed behind to continue her work providing psychosocial support to children. 

She is one of 22 members of staff from Juzoor killed since the escalation of conflict in Gaza in October 2023. 

Hajir Maalim, Plan International Regional Director Middle East, Eastern and Southern Africa said: “We are heartbroken by the killing of Tasneem. Our thoughts are with her colleagues and surviving family, and we stand in solidarity with them. Humanitarian workers are protected under International Humanitarian Law and must never be a target in any conflict. 

“This tragedy underlines yet again the unacceptable risks that humanitarian workers face in Gaza and are taking every day in order to reach children, their families and communities with humanitarian assistance. 

“We call yet again for respect for International Humanitarian Law, for unhindered humanitarian access to children and all civilians, in addition to a permanent ceasefire now.”
