Programming & Effectiveness

The Programming & Effectiveness Department develops the systems that manage the quality of Plan’s programmes worldwide. We provide technical advice in various areas. We also produce global reviews.

We are currently working on the Performance Agenda. This brings our systems together into one coherent framework, that works for field staff. It will allow staff to be more accountable to local communities, managers and donors. It is based on the principle that, as an NGO, our first priority is to ensure we always provide high quality development assistance, in support of other peoples' efforts.

Our publications

Global reviews

Our global reviews provide evidence about what we do and how we do it. They allow people inside and outside Plan to understand more about our work and the effectiveness of our programmes.

Programme briefings

Our Briefings share lessons and contribute to debate across Plan and the wider development sector. They summarise reports and signpost further information.

Plan's approach to programming & effectiveness

Our key programmatic documents, including our global Programme Guide and our Planning, Accountability and Learning System, known as PALS. Also includes a short introduction to the Performance Agenda.
