Plan International Cambodia has been supporting children, especially girls, and young women, since 2002.
We work together with children, young people, supporters and partners to strive for a just world where we are all equal.
In Cambodia, 1 in 5 young people is deprived in 2 or more areas of well-being, including health, employment, education and civic participation.
The quality of education at all levels is challenging and many children do not reach age-appropriate learning standards including on basic literacy and numeracy. In addition, only 2% of secondary school enrolment is in technical and vocational training.
Only 31% of youth have jobs matching their qualifications and more young women than men are underqualified. Gender disparities for paid and unpaid work contribute to gender inequality and poverty. These gaps have grown since the COVID-19 pandemic.
More than half of children experience some form of physical violence before the age of 18. This is usually at home or at school even though corporal punishment is illegal.
Children with diverse sexual orientation, gender identity and expression and sex characteristics face multiple challenges to exercising their rights within their families, communities and schools. There is no legal protection against discrimination and violence against LGBTIQ+ people.

Our key areas of work include:
- Healthy start: supporting children to be healthy, well nourished, and get optimal early learning and development through quality, gender-responsive and accessible services.
- Protection Plus: supporting children and young people to live free from violence, abuse, exploitation and neglect, and providing high quality, gender and age-responsive support for survivors of abuse.
- Lifelong learning: ensuring children and youth, especially girls, have full access to quality education and skills training that will enable life-long learning and decent employment.
- Girls’ leadership: supporting young people’s leadership abilities through training on empowerment and leadership, active citizenship and civic partnerships.
- Youth engagement: ensuring girls, especially adolescent girls and young women facing discrimination, take the lead in their lives, communities and in our work.

Through our new country strategy, we aim to support 2.5 million girls and young women in all their diversity to have a voice and gain the knowledge, skills and confidence to realise their rights and potential by 2026.
