Hanoi Programme Unit launched its operations in 1997 beginning with a sponsorship programme to support poor children in slum areas located along the banks of the Red River, and a street children project in 3 districts of Hanoi.

The programme unit's work has since expanded to address the issues affecting poor and disadvantaged children throughout the urban area, and for children in need of special protection throughout Vietnam.

Sponsorship programme

In the urban area covers a caseload of around 1,179 sponsored children in 5 wards of 4 districts.

Hanoi programme unit is implementing all 5 Plan Vietnam country project outlines: child centered community development, early childhood care and development, basic quality education, sustainable livelihoods, and child protection.

Children in need of special protection (grant funded)

Hanoi programme unit has developed its children in need of special protection programme in response to the emerging phenomenon of children in especially difficult circumstances. The programme aims to promote the survival, protection and healthy development of these children, along with their full integration into the community. Three projects have been developed under the programme:

  1. Street and working children project
    Aims to protect and support many street and working children in these cities through counselling, informal education, healthcare, vocational training and recreational activities to ensure children, communities and local authorities are aware of and support children's rights.

  2. Children with disabilities project
    Helps to support children with disabilities and their families through early identification and medical assistance, integration into education and the community and inclusion in community-based protects.

    Key components include advocacy and raising awareness of disability related issues, child rights and community mobilisation, health care intervention and promotion of community based rehabilitation.

  3. Home return for street children and child migration prevention project
    This project works with many street and working children and addresses the economic and social factors behind child migration. It supports these children to stay at home and to get an education.

    Activities include support for counselling and volunteers; strengthening of local education and health care; recreation and children's participation, vocational training and livelihood development and awareness raising of child rights.

Child helpline project

Launched in 2004, this project has proved to be a huge success receiving 126,203 callers as of the end of October 2006. The helpline provides a wide range of children with the opportunity to contact someone when they feel in need of special protection or counselling. It also ensures that children's concerns are confidential and that support is provided in a timely manner.

Livelihoods Advancement Business School (LABS) project

First implemented in Hanoi in March 2004, LABS provides market-led vocational training opportunities for poor youth.

Over 522 students have graduated from LABS in occupational fields including customer relations, sales, hospitality, information technology, accounting and marketing. An average 87% of students secured full-time employment.
