Gender and Protection Impact Assessments after Tropical Cyclone No.3 in Quang Ninh province

Plan International Vietnam collaborates with partners to conduct initial impact assessments after Tropical Cyclone No.3 in Quang Ninh province, with an emphasis on Gender and Protection against violence.
Heavy rain and strong winds from Tropical Cyclone No.3 in Quang Ninh province resulted in 9 deaths and 536 injured people, currently receiving treatment at medical facilities. Disrupted power and communication systems across whole province made it difficult to carry out rescue operations and coordinate security, especially in remote areas such as Binh Lieu and Quang Yen.
The total number of affected people includes thousands, with women, children, and the elderly among them. Many families had to move to the homes of relatives or seek temporary shelters arranged by the government.
Till now, there’s no reported incident of children abuse, neglect, injure in affected areas. However, all students in the city have had to suspend their studies and have not yet returned to school. Provincial leaders have confirmed that they are working to restore power and bring children back to school as soon as possible (which would take 1 week – 1 month depending on the area). Children have been staying at home with their grandparents, parents and alone due to adults focus on responding impacts of Yagi cyclone.
Risks of stress, trauma, mental health to children and affected by their parents’ stress and pressure is assessed as highly potential. In addition, the support hotline has been disconnected due to power and phone signals during and after the typhoon, leading to a complete breakdown of communication systems, resulting in an increasing demand for access to support services, particularly sheltering, psychological counseling and healthcare post the storm and during the recovery process:
🛑 Family conflicts have escalated due to significant economic and livelihood losses suffered by the households. 🛑 High pressure to restore livelihoods, repay bank loans, and find suitable livelihood models. 🛑 Identified /reported domestic violence and gender-based violence cases after the typhoon by the referral pathways and related support services.
