Niamh Nic Carthaigh

Head of Plan EU Liaison Office and Senior EU Representative


Niamh Nic Carthaigh is Senior EU Representative and Head of Plan International’s EU Liaison Office in Brussels, which leads Plan’s strategic engagement with EU institutions and key civil society partners on behalf of the organisation’s 80 country programmes, to increase the response to and drive respect for the rights of children and young people, especially girls and young women, in all EU activities.

Niamh joined the organisation in November 2023, following two decades of leadership within the social justice, development and humanitarian sectors, most recently serving as the Director of EU Policy and Advocacy for the International Rescue Committee on forced migration, gender equality and humanitarian issues, which followed a decade with international medical aid agency, Médecins Sans Frontières/MSF working to increase access to health, equality and accountability for communities from Afghanistan, to the Central African Republic, South Sudan, Papua New Guinea, Uzbekistan and Tajikistan.

Currently a member of the Board of Directors of the Irish Refugee Council, Niamh recently concluded nine years as a guest lecturer with the Liverpool School of Tropical Medicine on Public Affairs and Social Impact in the Humanitarian and Development Sectors. A committed feminist she began her career in Women’s Aid, a leading organisation working to prevent and address the impacts of violence against women in Ireland.

Niamh is delighted to have joined Plan International, working with two strong Partnership and Influencing Teams in the Liaison Office, to drive policy and practice change at the EU that strives to secure a more just and equitable world.
