The opportunity

Plan International is seeking a dynamic and motivated individual to join our team as the ECHO Partnership Officer in Brussels. This is an exciting opportunity to contribute to our mission by supporting the EU humanitarian aid funded initiatives.

Purpose of the role

The ECHO Partnership Officer will support the ECHO Partnership Team in executing the Plan Europe funding strategy and implement the EUO workplan deliverables in the frame of the relevant financial year. This role involves coordinating funding opportunities across the organization, ensuring project compliance during design, submission, and implementation phases, contributing to key advocacy messages, and monitoring data from Plan ECHO-funded projects to strengthen funding strategies and mobilize necessary resources.

Primary responsibilities

Under the supervision of, and in collaboration with, the ECHO Partnership Manager:

A. Strategy

  • Support the ECHO Partnership Team in capitalizing on donor funding opportunities aligned with Plan Europe strategic and thematic priorities. Engage in efforts to inform and influence donor policies and priorities.

B. Operations and implementation

  • Monitor and disseminate upcoming ECHO funding opportunities and thematic programmes;
  • Coordinate internal work between Plan National Offices (NOs) and Country Offices (COs) for ECHO funding (involving also Plan Global Hub experts and Regional Hubs);
  •  Support NOs and COs in applying for and implementing ECHO grants, particularly in compliance;
  • Conduct grants training covering the entire project cycle at various levels (NOs, COs, and RHs);
  • Perform quantitative and qualitative analysis of ECHO grants within Plan;
  • Coordinate monthly ECHO grants updates and newsletter material to inform the federation about funding trends and opportunities;
  • Develop tools to support NOs and COs on ECHO policy updates throughout the funding cycle;
  • Collect lessons learned and best practices for peer learning and framing the humanitarian regional strategies;
  • Monitor and support engagement from the COs;
  • Maintain updated databases and systems;
  • Review project proposals – if necessary – to meet specific targets.

C. Outreach and networking

  • Represent Plan at meetings with European Institutions (ECHO, EEAS) and within civil society networks if needed;
  • Represent Plan in the VOICE Humanitarian Partnership Watch Group and sub-groups if needed;
  • Participate in peer reviews and relevant advocacy/influencing events such as the EHF;
  • Support in coordinating various Plan offices (NOs, COs, RHs, GH) participation and preparation for attending or speaking at relevant fora;
  • Support in organising internal meetings such as the Annual Grants Meeting with dedicated sessions (including logistics);
  • Connect and integrate the partnership work with the influencing team efforts (advocacy).

Profile

  • Knowledge of or previous experience engaging with DG ECHO or DG INTPA/NEAR (knowledge of donor compliance is a plus);
  • Previous experience working at NGOs or International Organizations levels;
  • Field experience in humanitarian programming at the CBO/I/NGO levels;
  • Proficiency in computer literacy, including Excel, Outlook, Word, and PowerPoint;
  • Ability to analyze and communicate quantitative and qualitative data to different audiences;
  • Well-organized and flexible, with the ability to work independently and take on additional responsibilities when required;
  • Strong writing and editing skills;
  • Strong communication skills (both written and verbal fluency in English is essential);
  • Strong analytical skills;
  • Ability to work with diverse people and adapt to new environments;
  • Authorisation to work in Belgium.
