INTPA Partnership Officer


Borja joined Plan International’s EU team as an INTPA Partnership Officer in September 2024. In this role, he supports the INTPA Partnership Manager by monitoring and analysing EU development funding, while assisting in donor engagement and resource mobilisation work of Plan International.

Borja brings a diverse professional background from both the public and private sectors, having worked across European and Spanish institutions. Prior to joining Plan, he was an International Cooperation Consultant. He also served as a Development Cooperation Officer at the Spanish Permanent Representation to the EU during the Spanish Presidency of the Council of the EU, where he played a key role in chairing and coordinating the CODEV-PI Working Party. These positions have provided him with deep insights into EU development cooperation policies, decision-making processes, and project implementation within Europe.

Borja has a strong focus on the social and environmental dimensions of development cooperation, particularly in the Latin American region. He holds a double Bachelor’s degree in Law and Political Science from the Autonomous University of Madrid, an M.A; in International Relations and European Diplomacy from the College of Europe, an LL.M in EU Law from Carlos III University in Madrid, and an LL.M in Law Practice, preparing to become a qualified Spanish lawyer.

Originally from Spain, Borja was born in Guatemala and has lived in six countries. He speaks Spanish, English, French, and Portuguese. In his free time, Borja enjoys wildlife photography, exploring the outdoors, and traveling.
