One year after the YAP publication, Plan International EU joins forces with 6 other civil society organisations to share recommendations for the successful YAP implementation.
The below paper offers a brief YAP analysis and introduces recommendations for its successful execution. These recommendations are shaped by lessons drawn from impactful programmes our organisations have implemented, focusing on youth and child empowerment. By translating commitments into action, the EU can position itself as a credible geopolitical actor, fostering value-based partnerships with young people in partner countries.
This document is the collective work of Countdown 2030, IPPF European Network, DSW, Plan International EU, the One Campaign, End FGM European Network and World Vision EU Representation.

Background information
In October 2022, the European Commission launched its first ever Youth Action Plan 2022-2027 for EU external action. The YAP acts as the EU’s guiding framework to “promote meaningful youth participation and empowerment globally for sustainable development, equality and peace.” In November 2022, EU Member States approved Council Conclusions on the YAP, expressing strong political support for its proposed actions and implementation. They committed to the objective of increasing meaningful and active youth participation, as well as youth empowerment in EU external action.
