The fast-changing ICT landscape in Uganda, especially the increasing functionality of mobile phone technology presents an opportunity for mobile phone ICT to increase the efficiency of the education service delivery as mobile phones are becoming an integral part of people’s lives, facilitating real time, two way dialogues.
