From Response to Resilience
A programmatic review of Plan International's humanitarian impact in Ukraine, Poland, Romania and Moldova
30 January 2026Plan International East and Central Europe's new ‘From Response to Resilience’ report seeks to assess the programmatic impact of initiatives in Ukraine, Poland, Romania and Moldova. The report covers impact in 6 programmatic areas – direct humanitarian assistance, child protection, mental health and psychosocial support, sexual and reproductive health and rights, gender-based violence and education – and offers key cross-cutting learnings in gender and inclusion and youth focus.

In response to the escalation of the war in Ukraine in February 2022, Plan International rapidly mobilised to support refugees and conflict‑affected communities, establishing operations in Poland, Moldova and Romania within weeks. By August 2022, the organisation had expanded its presence inside Ukraine itself, working alongside local organisations to deliver life-saving assistance across East and Central Europe at speed and scale.
Under its 2022–2025 strategy, Plan International’s response has reached beyond immediate humanitarian relief to tackle the root causes of vulnerability faced by refugees, displaced people and host communities. While delivering life‑saving assistance, the programme has prioritised strengthening the wellbeing of girls, young people and marginalised groups, as well as advancing social, gender and economic justice in communities deeply affected by conflict and displacement.
A strong commitment to localisation has been central to achieving these outcomes. Since 2022, over 70% of programme funding has been channelled directly to partners, enabling faster and more responsive projects, while supporting the longer-term skills and strength of local civil society. Through this partner‑led approach, Plan International has reached more than 1.7 million people across 65 partners and 87 projects in 4 countries, ensuring assistance that is both sustainable and locally owned.
Across Ukraine, Poland, Moldova and Romania, Plan International and its partners have demonstrated exceptional agility in an evolving crisis, responding to urgent needs while laying foundations for recovery. Together, they have created safer, more protective environments, expanded access to quality education and language support for children, adolescents and youth, and improved psychosocial wellbeing. Programmes have also increased access to information, referrals and essential sexual and reproductive health and gender‑based violence services—empowering communities to protect their rights, make informed choices and rebuild their lives amid ongoing uncertainty.
