In 2014, Plan International expanded into Saravan, which is in the southern part of Laos and on the Ho Chi Minh Trail, which has some of the highest amounts of unexploded ordinance in the world. Plan International Laos also works in the far north of the country in Oudomxay and Bokeo which is located in the Golden Triangle.

Laos is one of the most ethnically diverse countries in the world. Its 6.8 million people are from 49 different ethnic groups, each with its own language, tradition and culture. In the areas where Plan International Laos works, there are more than 40 different languages, in Bokeo alone there are 15 different languages being used to communicate every day.

The 10 districts where Plan International works are amongst the poorest in all of Laos, with low school enrolment and completion rates, few people with secondary education, poor hygiene, little-to-no access to sanitation, limited safe water access and high levels of child malnutrition.
