Addressing Cyberbullying in Egypt, Jordan, and Lebanon: Youth-Led Policy Brief

This youth-led policy brief, supported by Plan International’s She Leads project, examines the pressing issue of cyberbullying across Egypt, Jordan, and Lebanon. Focusing on the experiences of girls, young women, and marginalised groups, the research highlights critical gaps in digital protections and proposes solutions to create safer online spaces for all.

Understanding the current landscape

Cyberbullying has emerged as a serious threat to young people’s mental health and wellbeing across the region. While all 3 countries have established cybercrime laws, significant challenges remain in enforcement and accessibility. Marginalised groups, including persons with disabilities, face particular vulnerabilities due to social stigma and limited support systems.

  • Ensure laws protect children and vulnerable people.

Education and awareness
  • Run public campaigns to encourage reporting and reduce shame.
  • Teach online safety in schools.
  • Train parents and teachers on how to deal with cyberbullying.
Taking action against cyberbullying

The brief outlines clear pathways for reporting abuse in each country:

  • In Lebanon, survivors can file anonymous reports through official channels.
  • Jordan offers dedicated cybercrime unit with confidential support services.
  • Egypt’s legal framework provides protections that need wider implementation.

Building a safer digital future

This policy brief calls for collaborative action between governments, civil society, and technology platforms to:

  • Improve legal protections and their enforcement.
  • Develop inclusive support services.
  • Promote digital citizenship and responsible online behaviour.

    By implementing these recommendations, we can work towards digital spaces where all young people – especially the most vulnerable – can participate safely and without fear of harassment.
