Resilience Specialist

Plan International Myanmar is an International Humanitarian, Child Centred Development Organisation, implementing development programs that promote the realization and fulfillment of children’s rights and the alleviation of child poverty.

Plan International is working in Myanmar to develop and run cost effective and high impact programmes. Using Child Centred Community Development Approach with a focus on rights-based work, the program will focus on DRR, ECCD, WASH, Child Protection, MN&CH and Emergency Response.

The Resilience Specialist is based in the CO in Yangon and will be  responsible for the design of a portfolio of projects. He/she will also provide technical support to Plan International staff and partners to ensure ongoing quality implementation and the achievement of project deliverables.

 Design resilience projects with detailed implementation guidelines.
 Backstop and support a portfolio of Resilience projects that are implemented across Plan Myanmar’s PUs.
 Ensure the linkages between individual grant funded projects are identified and clearly defined, making the programme relevant to the needs of impact groups and meeting resilience indicators
 Ensure all project managers understand the respective project initiatives
 Monitor project budgets and expenditure and support PUs in budget development. Until SAP is running in PUs the Coordinator is responsible for maintain SAP at the CO.
 Engage partner offices at Yangon level, to support the ongoing project portfolio, including through regular coordination.
 Provide technical input at CO and PU level to Plan colleagues and partner staff on community resilience approaches, techniques, methodologies etc.
 Plan and oversee the CO monitoring strategy to ensure regular monitoring programme progress against project and programme indicators and provide technical support to implementation, and support PUs in the preparation of interim and final reports. Monitor compliance of donor standards and guidelines.
 Provide adequate support to field project staff to ensure interventions are achieving and demonstrating resilience impact and results, in particular to promote children rights and roles in the community
 Monitor that CBDRR, CCA and Resilience projects are in line with Plan International Myanmar's Country Strategy, CCCD, Gender, and Disability Inclusion standards and principles. 

 Identify and assess the partners for Plan International Myanmar for the expansion and growth of the Resilience Programme.
 Identify the capacity building needs of project and partner staff and conduct trainings and provide mentoring support continuously within the area of specialty
 With the Resilience Programme Manager, liaise with the concerned Government Departments regarding project implementations, issues related to and support in Influencing of policies related to school safety, DRR and resilience.
 Participate in the in-country networks for learning and improvement including documenting and disseminating Plan International Myanmar’s best practices. Use information from other organizations to promote quality and learning
 Support in Resource Mobilization by providing inputs and facilitating field involvement with the Business Development Team and NOs/donors on grant concept notes and proposals
 Take an active role in the wider Plan International Asia Safe School and DRR networks to support and benefit from institutional learning within the region
 Responsible for reading, understanding and following Plan International's Child Protection Policy and support in the implementation of the policy.

Entry Qualifications; Skills & Experience:
 Minimum 5 years of demonstrated professional experience in the resilience, CCA, DRR sector in Myanmar.
 University level degree education in relevant social science or other sector, master degree in development field is an advantage.
 Understanding of resilience, CCA, DRR concepts and strategies
 Knowledge of resilience, CCA, DRR issues and major players in the sector in Myanmar
 Understanding of community development
 Strong knowledge in planning, monitoring, evaluating programs
 Understanding of local civil society development
 Understanding of integrated development issues and critical analysis of child poverty
 Experience in working with children and communities
 Ability to communicate in English is an essential
 Confident in taking initiative and exploring new opportunities
 Accountability and responsibility for own performance
 Promotes team work and cooperation
