Fe is Education Advisor at Plan International Canada - providing technical assistance to a number of our country offices in Asia and Africa, and supporting business development in the areas of early childhood development, basic education and education in emergencies. She has over 20 years of experience in business development, policy advocacy, programme development and management in both development and humanitarian settings.
Prior to joining Plan International, Fe worked for UNICEF as Education/Early Childhood Development Specialist for 19 years and has been credited for championing inclusive and integrated policies and programmes benefiting vulnerable children in poor, conflict and disaster-affected areas.
She has extensive experience in education in emergency programming and has been involved in numerous humanitarian missions, particularly in East Asia. She has also advised governments and civil society partners in developing early childhood policies and programmes, and has passionately advocated for policies and programme innovations that address the needs of the most disadvantaged populations.
Before her stint at UNICEF, she was a researcher and a university teacher. She has a Bachelor’s in Statistics, a Master of Arts in Demography and is currently pursuing research on Measurement and Testing in early childhood.
