Job Background: Plan International Myanmar is implementing its Programs/ Projects in a cost effective and efficient way through Partner organizations. Plan Myanmar focuses to assess and strengthen the management skills and financial capacity of its partner’s organizations at the field and National level. This position will require 70% travel Outside Yangon where Plan International Myanmar works and 30% within Yangon and in the Country Office.

The Partner Finance and Admin Support Manager role is dedicated to provide and enhance the financial and admin capacity of local NGOs Partner specifically on areas where their weakness and gaps are identified. He/She assists and supports Partners established internal controls systems to their organization and provide them training and recommendation for improvement.

Job Purpose: Monitors and keep track the project budget of all Partner LNGO's at all levels of offices either development program or humanitarian sectors. Provides technical support on accounting, internal control and financial management area to implementing partners to ensure that they are aligned to Plan finance and admin guidelines. Manage staff / assistants based in the field office to ensure direct support to Partner in all financial and admin matter. Maintains a functional relationship and communications with the Partner LNGO for financial compliance according to donor rules and regulations. Providing capacity building to all partners in finance and admin areas. Main focal point in dealing any related matters regarding to partners specifically on MOU, fund management transfer and reporting. Responsible in ensuring that partner submits financial report to Plan Myanmar on timely manner with less discrepancy and query from the donor. Provides input or feedback to Partner and to Plan staff for any findings and results of the financial reports or liquidations to ensure quality reporting and addressing issues and weakness of Partners. Responsible in updating the Partners advances / liquidation in SAP on monthly regular basis. The position does not have any financial authority and does not represents Plan International in any forum.

Qualifications, Skills & Experience: Citizen of Myanmar • Minimum of four years of demonstrated professional experience in financial management • has experience working with local Partners • Able to work as a part of a team • Ability to manage multiple priorities in a very busy office • demonstrates attitudes of integrity, transparency, proactive stance • Willing to work for and on behalf of the organization at the time of disaster within Plan International's working area or outside.
