Position: Monitoring, Evaluation and Research (MER) Specialist
Accountable to: Emergency Response Manager
Assignment Type: 1 year contract starting ASAP

Job background: Plan International Myanmar is looking for a suitable candidate as MER Specialist for its emergency response unit to support work across projects in Rakhine and Kachin states. S/He will lead the monitoring, evaluations, assessments, studies and ensures quantitative and qualitative reports to keep management informed about program quality. The position holder will require keeping a close eye on projects to ensure that the grant funded projects are on track in term of compliance to action plans and M&E Frameworks. This is a full-time position based in Yangon with frequent travel to the field to provide support to field-based project teams. The post holder will work closely with field-based M&E Officers and Coordinators under the direct supervision of the Emergency Response Manager.
Job purpose: Responsible for the operation of MER system in Emergency Response Operations; Works closely with Humanitarian Program Units and provides necessary technical support to Plan and Partner’s relevant staff; Ensures learning are well documented, disseminated and applied; Keeps the management informed about program quality in relation to Plan and International Humanitarian Standards, LFAs, M&E Frameworks; Leads assessments, studies and evaluations; Design the overall MER Framework for Emergency Response Unit to ensure program quality is aligned with the standards; Regularly monitor the implementation progress of the projects and activities against set indicators; Prepare regular reports on M&E findings as required
Qualifications, Skills & Experience:
Understanding of humanitarian issues in Myanmar
At least five (5) years experiences in participatory assessment and monitoring, data processing & analysis, report writing and leading of evaluations and researches.
Understanding of community development in local context
Have knowledge of emergency response with International standard SPHERE, HAP etc…
Strong knowledge in planning, monitoring, evaluating programs
Understanding of participatory methodologies
Understanding of local civil society development
Understanding of integrated development issues and child rights
Degree in development studies, education, social services or any development related field from a recognised university.
Experience utilizing computers including word processing, spreadsheet and other software packages.
