Logistics Officer- Kachin

Plan International Myanmar is an international humanitarian, child-centered development organization, implementing programs that promote the realization and fulfilment of children’s rights and the alleviation of child poverty.

Plan International Myanmar is planning to expand its work to include an emergency response in Kachin State and is seeking a Child Protection in Emergency Assistant as part of this project. This position is contingent upon a successful grant award. The position is based in Myitkyina, Kachin State and will require frequent travel to the field.

Assignment Duration: one year

Job purpose: Manage the overall logistics function of the Emergency Response Programme ensuring to be in line with the standard Plan International logistic guidelines. Provide technical supports to Plan International's partners in any areas of emergency response project exist to make sure that all logistics polices, practices are in line with Plan International's standard logistics systems, procedures as well as donor rules & regulations. Ensure that all logistics actions are compliant with Plan International standard logistics systems and procedures as well as donor rules & regulations including logistics documentation and filing systems, tender procedures and procurement, contracting, transport, stock management, asset inventory. Support Emergency response Programme teams (Kachin) on logistics matter as required. This may involve travel to IDP camps. Ensure the implementation of Plan International's Child protection policies and diversity policies in all aspects of Plan International's work.

Procurement and Supply Management
 Identify potential local vendors and suppliers, establish supplier and vendors data based
 Procure goods and services as outlined in grant agreements and organization policies and procedure
 Provide support for day-to-day project office operations and logistics needs
 Maintain local procurement lists and schedules
 Solicit bids and quotes from vendors for items in adherence with organization policies , procedure as well as donor rules & regulations
 Monitor, track and expedite all project procurement activities and delivery status of goods/services
 Communicate with suppliers and other program/project team and finance on processing and status of payments
 Confirm that all invoices have been received and submitted for payment
 Inform Humanitarian Program Unit Manager in a timely manner about potential or actual problems with procurement
 Provide updates to requestors & Maintain filing system
 Take responsibility for the management of supplies used in the programme including requisitioning, local purchase, clearance, transport, warehousing and the issuing of supplies.
 Carry out local procurement and quotation for authorized requested supply and to ensure all procurement process is accordant with Plan's standard policy and procedure.
 Provide technical supports to partners to make sure that all the procurement process are in line with the agreed standards which reflect on Plan standard logistics standards and procedures as well as donor requirements.
 Liaise with Yangon Logistics team for the procurement process which are not available in the local market
 Establish and maintain route information, transportation mode and list of available vehicle owner including its standard price per routes.
 Responsible for fitness and maintenances including fuel management and vehicle plan of office Car/motorcycle with the assist of guard.
 Ensure all office motorcycle documents such as license, insurance etc.., are valid and updated.

Asset and Inventory Management
 Establish office arrangements, including necessary renovations and office maintenance, furniture, appropriate equipment etc.
 Responsible for the use of office equipment such as generator, desktop computer, laptops, printer copier, digital cameras, etc..,
 Responsible for fixed asset and inventory record. Ensuring the installation (after training if necessary), phone, fax and other communications systems and establishing communications routines for emergency programmes and teams.
Staff Management and Security
 Manage the performance of all staff in line with Plan policies, ensuring that they are well supported, led and evaluated against agreed objectives, ensuring that they have the necessary induction, training and support as required
 With the support of Security Focal Person in Kachin, ensure staff safety and security procedures are in place and implemented and followed as appropriate.
 Ensure all the line managed staff are well informed, updated on security related information and SOPs

Qualifications, Skills & Experience:
 Citizen of Myanmar
 Bachelor degree in relevant field preferred
 Minimum of 4 years of demonstrated professional experience in Logistic area, preferably with an INGO
 Good English language skills, both oral and written
 Ability to work in a multidisciplinary and multicultural environment
 Commitment to team work and ethnical and compliant conduct
 Ability to manage multiple priorities in a very busy office
 Excellent interpersonal skills
 Proficient in computer skills (familiarity with Microsoft office and Outlook are required)
 Ability to travel to remote areas and work independently to implement activities
