Humanitarian Project Officer – Resilience Officer

Plan International is an international humanitarian, child-centred development organization, implementing programmes that promote the realization and fulfillment of children’s rights and the alleviation of child poverty. Plan International Myanmar is seeking a Humanitarian Project Officer – Resilience Officer .

The Resilience Officer will report to: Humanitarian Project Manager
Assignment Duration: 12 Months

This post holder is to strengthen the role of civil society organizations in programming, monitoring and advocating for disaster risk reduction and preparedness measures through promoting the role of children as change agents. Plan International Myanmar seeks theservices of suitably qualified PU Resilience Officer, who will support the partner organization and related activities of Child Centred DRR (CCDRR) measures in the project

Dimensions of Role:
 Support the design and planning of DRR activities, including community-based Resilience mechanisms as well as psychosocial and recreational activities for children, and provide technical support to partner staff in implementation of planned DRR activities
 Support the project manager in fulfilling technical and financial reporting requirements of the proposed project
 Facilitate close coordination with partners, communities and other relevant stakeholders on project activities as needed
 No direct financial reporting to Finance Officer and/or Manager needed

General
 Support the effective and efficient implementation of DRR activities in Plan’s humanitarian assistance programme in Kachin State by carrying out day to day duties related to humanitarian response activities in line with Plan International Myanmar’s Guidelines and Policies


Situation Analysis and Advocacy
 Support the project manager (PM) in the ongoing analysis of DRR/resilience needs and humanitarian response trends based on effective networks with partners, local authorities and other identified stakeholders
 In collaboration with the PM, develop DRR advocacy and communication plan, review and update it accordingly.

Planning
 Together with the PM and Humanitarian Program Unit Manager, identify beneficiaries/partners’ need before project planning; identify assistance gaps and needs for DRR/Resilience in targeted camps and design detailed activities in close consultation with girls and boys and caregivers with a gender sensitive and inclusive approach
 Coordinate planning with the project team including the project manager and with partner staff
 Organize proper planning with partner staff ensuring DRR issues in target camps are well addressed
 Set and follow minimum technical standards in the project and planning
 Ensure that Minimum Standards in DRR are taken into account in the planning of DRR activities
 Seek technical assistance from the Project Manager and DRR Specialist when necessary

Implementation
 Lead implementation of DRR activities in targeted camps with technical support from the PM and other project officer and Specialist
 Provide capacity building and technical training for partner staff on DRR, Child Centred DRR Mechanisms with support from the DRR Specialist
 Cooperate with partners while implementing agreed project/program and provide on-the-job support
 Provide adequate technical inputs and guidelines for partners, DRR facilitators and camp management committees to promote Child Centred DRR
 Support partner in meeting minimum technical standards & requirements set in the agreement
 Ensure Child Centred DRR activities are well implemented as planned and meeting the minimum SPHERE standards.

Monitoring
 Perform regular monitoring visits to the project implementing fields as necessary
 Assess child protection needs of children and gaps in service provision in targeted camps on a regular basis with due consideration to age, gender, and diversity/vulnerability, and use this information to inform programming and adapt activities subsequently
 Ensure monitoring of project activities is carried out regularly and that proper monitoring systems of partners are in place for all field activities
 Produce project activity reports and field monitoring reports in a timely manner
 Monitor project progress regularly, report and consult with the PM if any modification is needed
 Provide the PM with detailed and accurate inputs to fulfil project technical and financial reporting requirements

Evaluation
 Ensure reporting and evaluation systems of partners are in place for all field activities
Representation, Networking and Communication
 Ensure appropriate representation of Plan in the DRR working group, local authorities, UN, INGOs, local NGOs and communities, etc.
 Support PM (s) for ongoing coordination with relevant stakeholders locally and provide necessary information to support external representation of the programme at Township level.
 Provide regular programme updates and early alerts to the PMs for timely decisions

Qualifications, Skills & Experience:
 Minimum 3 years of demonstrated professional
 experience on disaster management, emergency response or development field
 Academic degree in relevant area
 Track record of conducting participation, technical training, facilitation and awareness raising activities
 Experience of working with children and communities would be an advantage
 Knowledge on DRR principles, concepts and techniques
 Knowledge on community based DRR and/or Knowledge on participatory media development processes
 Ability to communicate in English would be advantaged and preferably able to communicate in local Kachin language
 Ability to work in a multidisciplinary and multicultural environment
 Strong team-player and good facilitation skills
 Excellent communication skills
 Proficient in computer skills
