Humanitarian Project Manager - Child Protection in Emergencies

Position: Humanitarian Project Manager – Child Protection in Emergencies (CPiE)
Accountable to: Humanitarian Programme Unit Manager
Assignment Type: 1 year contract with possibility for renewal

Duty Station: Mrauk-U, Rakhine State (with approx. 50% time spent in the field)

Job background: Plan International Myanmar is seeking a Child Protection in Emergencies (CPiE) Project Manager to lead the project implementation and oversee all project activities delivered to conflict affected children in Minbya Township, Rakhine State. The Project Manager will lead the efficient implementation of the project in Minbya Township and manage the CPiE team as well as community-based volunteers in targeted communities. He/She will be responsible for overseeing staff, for ensuring proper planning, implementation and monitoring of project activities and working closely with authorities at township and state level. This is a full-time position based in Mrauk-U with approximately 50% of the time spent in the field.

Job purpose: This position manages about 4 - 10 staff and ensures project activities are implemented as per plan. This position plays an important role as a Plan’s representative at the Township and State level. The project manager leads Plan’s CPiE response and oversees the management of project related humanitarian grants of Plan. The post holder has to represent Plan in all relevant forums and ensure adequate levels of coordination at community, township, level and State level (if necessary) and performs as a focal person for coordination with relevant government departments. The project manager actively participates in establishing a secure funding base, including participating in the preparation of proposals.

Qualifications, Skills & Experience:
 Minimum of 3 years of project management experience in humanitarian response with proven experience working on project funded by international institutional grants in the Child Protection Sector
 Technical skills and background experience in planning, implementation, monitoring and evaluation of Child Projection or Child Protection in Emergencies projects/programmes
 Knowledge of different forms of child abuse and familiarity with international humanitarian standards and principles, including Child Protection Minimum Standards for Humanitarian Action
 Understanding of the context in Rakhine State with particular interest in the protection needs of conflict-affected girls and boys in Rakhine
 Experienced in planning and managing budgets and cash flow
 Demonstrated ability to provide staff capacity building
 Strong teambuilding, training, mentoring and facilitation skills
 Experienced in project Monitoring and Evaluation, in reporting project progress including financially
 Good knowledge and understanding of Do No Harm principles
 Excellent English communications skills
 Willingness to travel to remote and conflict-affected areas
 Ability to work independently and as a team player
 Understanding of child rights and gender equality
