Plan International Myanmar is undertaking general food distribution, cash for work, education in emergencies, WASH and child protection activities in and around Sittwe and is seeking a Humanitarian Programme Unit Manager to lead these activities. The position is based in Sittwe, Rakhine State and will require frequent travel to the field.
Reports to: Emergency Response Manager
Assignment Duration: One year renewable

Job purpose: The Humanitarian Programme Unit Manager will lead Plan International Myanmar’s humanitarian response in Rakhine. The Project Manager will manage approximately 50 staff including project, technical, finance and logistic officers. In addition, he/she will: Represent Plan in all relevant forums and ensure adequate levels of coordination at both state and national levels. • Contribute to project design and planning • M&E • Actively participate in establishing a secure funding base, including participating in the preparation and developing of proposals • Lead the development of an advocacy strategy for the improvement of humanitarian work in Rakhine • Provide capacity-building to Plan International staff and volunteers • Ensure the effective inclusion vulnerable groups at all stages of the program design.
Qualifications, Skills & Experience: Minimum three to five years of proven experience managing humanitarian response projects or programmes • Experience using result-based monitoring and evaluation • Strong experience and knowledge of Do No Harm and conflict sensitivity approaches • Demonstrated understanding of the humanitarian emergency operating context including Sphere, the humanitarian system, security and program management • Academic degree in relevant area • Good English language skills, both oral and written • Strong team-building and facilitation skills, and the ability to foster a supportive work environment is of the utmost importance.
