Finance Manager - Kachin

Plan International is an international humanitarian, child-centred development organization, implementing programmes that promote the realization and fulfillment of children’s rights and the alleviation of child poverty. Plan International is seeking a Finance Manager for our Kachin programme unit.

The PU Finance Manager will report to: Humanitarian Project Manager

Assignment Duration: one year

Job purpose:

The finance manager will be responsible all finance procedures and systems are carried out effectively, efficiently and timely manner which reflect donor’s compliances and Plan’s as well. Dimensions of Role:
This position manages about 2-3 staff and ensures Finance function effective and efficient.. The post holders will be required to assist/support all related projects to all finance function including technical review and support to implementing partner’s finance.

 Handling queries wide-ranging internal and external, including detailed information.
 Supervise day-to-day financial process and consult with Humanitarian Program Unit Manager for problem solving and decision making.
 On the job training - provision of technical related trainings on finance to the implementing partners in Kachin .
 Manages own time to achieve departmental objectives.
 Maintain and manage the development of department's services, procedures and systems. .
 Solving problems of a varied nature and resolving day-to-day problems without upward referral.
 Impact of this role is significant within the department and may have wider, organizational impact.
 Manages huge amounts of cash and/or equipment in line to Plan’s system and procedure.
 Communicates widely within the department, with some Plan contacts and/or wider external contacts. Contribute to and influence operational planning.
 Influence managers, staff and volunteers in Plan and develop effective networks with external bodies

Financial Activities
 To be responsible for managing and securing of cash including request for top up, transfer, transportation and storage.
 To be responsible for providing financial management information in the Humanitarian program unit and to work with program unit manager and project managers to ensure financial procedures and systems are followed
 To verify and ensure all payment requests have the necessary documentation and approvals before processing the payment.
 Oversee, Maintain and update financial record/data of the project.
 Accurate and timely data entry of receipts and preparation of monthly accounts and submission to the Humanitarian program unit manager in Kachin and if necessary to the ERM in the Yangon office
 Prepare and request project expenses according to timely and accurate forecasts
 Responsible for timely cash disbursement of project expenses
 Assist in the planning, organization and execution of the statutory requirements and audit process for the office in coordination with the Senior Finance Manager and if necessary to Operation Support Manager in Yangon
 Provide continuous supports to implementing partners in Kachin in order to make sure all the systems and procedures are in line with all the required standards of Plan as well as donors
 Regularly check the financial reports and practices of partners and provide timely supports
 Prepare monthly report on all financial activities to the Humanitarian Program Unit manager
 To participate effectively in team meetings and program unit level decision making
 Provide necessary support to the Program Unit Manager, Project manager and Senior Finance Manager.
 Provide support by undertaking any other additional functions as delegated by the Humanitarian Program Unit Manager

Child Protection
 Responsible for reading, understanding and following Plan’s Child Protection Policy
 Responsible for reporting any instances of suspected child abuse or neglect immediately as per Plan Myanmar’s policy
 Responsible for ensuring that the Child Protection Policy is implemented properly within their area of responsibility
 Aware of Plan’s CPP minimum standards and participate in annual Plan Myanmar self-assessment, risk rating and Plan of Action
 Implement any items from the CPP minimum standards Plan of Action that he/she has responsibility for
 Ensure staff have received CPP briefings, inductions and/or workshops
 Insure that all staff he/she are responsible for are aware of the need of reporting any suspected child abuse or neglect immediately, and know how to do so.
Dealing with Problems:
Complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them
 Ability to make judgement independently at the Humanitarian Program Unit Implementation sites when there is any issue arise regardless operation, programme and partnership issues
 Take decisions based on the correct applications of country’s policies and procedures
Communications and Working Relationships:
Working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact
Internally: The position will coordinate and work during the projects implementation.
Externally: This position will work closely with LNGOs, partners, local authorities to implement emergency response programmes/projects.
Knowledge, Skills, and Behaviours Required to Achieve Role’s Objectives:
Gained through education, training, & experience
 Citizen of Myanmar
 At least B. com or LCCI level 3 graduate
 Minimum of 4 years of demonstrated professional experience in financial management, preferably with an INGO
 Has experience working in an emergency situation
 Willing to be assigned in Kachin during the entire project period
 Able to speak English both oral and written
 Able to speak Kachin language both oral and written
 Able to work as a part of a team
 Ability to manage multiple priorities in a very busy situation

Physical Environment and Demands:
May be “typical office environment”; note if heavy lifting, climbing, excess travel, etc.
Office base (90% and with 10% travel to field)
