Emilie joined Plan EU Office as Partnership Manager in November 2020. She is responsible for the organisation’s EU resource mobilisation and engagement strategy with INTPA and NEAR.
She was most recently an International Aid / Cooperation Officer in the Civil Society and Foundations Unit of DG DEVCO HQ. She was in particular responsible for drafting and implementing a strategy for engagement with philanthropic foundations working in development, and for leading reflections and discussions on joint funding opportunities with foundations and their networks. In addition, she was the gender focal point of her unit, ensuring EU funds for CSOs at global and country levels promote the voice and participation of women in civil society. She also managed the adoption process of the programming documents of the CSO-LA Programme for 2018-2020 and three Framework Partnership Agreements and associated grants with global and regional CSO networks.
Prior to this, she was responsible for developing policies to combat gender-based violence in the EU within the Gender Equality Unit of DG JUST, including preparing the process for the EU’s accession to the Council of Europe’s Convention on preventing and combating violence against women and domestic violence (Istanbul Convention), designing a European campaign on violence against women, developing data on the issue, and managing EU funds for cross-country projects in this area.
She has also worked on various human and women's rights issues for international and community-based NGOs, and has mentored and tutored children and young people.
She holds a Bachelor's degree in English Literature from the University of Bristol and a Master's degree in Human Rights Law from the School of Oriental and African Studies (University of London).
