Engineer

Plan International Myanmar is an international humanitarian, child-centred development organization, implementing programmes that promote the realization and fulfillment of children’s rights and the alleviation of child poverty.

Plan International Myanmar is seeking an Engineer who will oversee planning, designing, and supervision of infrastructure activities such as construction of latrines, water tanks, schools, ECCD centers and other infrastructures supported by Plan International Myanmar.

Assignment Duration: 3 years

Job Purpose: This position is based full-time in the Country Office, Yangon and will require frequent travel to the field. The post holder will be reporting to the WASH Program Manager and provide advice and assist in the development of detailed engineering designs, plans, cost estimates and Bill of Quality (BOQ) for assigned activities based on standard guidelines.

The post holder will have to monitor the adequacy and acceptability of the delivery of infrastructure-related activities, including construction, equipment installation and training activities through field inspections, reviewing contractor reports, and meetings with relevant Plan International staff, partners and contractor representatives. Ensure work being performed is maintained at the highest professional standard, delivered on time and within budget. The post holder will also be responsible for working closely with M&E and Data Officer to ensure learnings are documented, disseminated and applied. The post holder will inform WASH Program Manager of any potential internal and external risks that may compromise the quality of programmes and help mitigate them.

Qualifications, Skills & Experience: Citizen of Myanmar • Bachelor degree in Civil Engineering. Minimum 5 years of demonstrated experience in the design, site supervision and construction works. • Strong knowledge in planning, monitoring, evaluating programs. • Understanding of development issues in the development sector, relevant policies and frameworks. • Knowledge on participatory methodologies. • Extensive experience assessing, building capacity, monitoring and cooperating with local NGOs. • Good knowledge of community development in Myanmar. • Experience in implementing donor-funded projects • Track record of participation, training, facilitation and awareness raising • Experience of working with children and communities is an advantage • Good English language skills, both oral and written • Ability to work in a multidisciplinary and multicultural environment • Strong team-building and facilitation skills • Excellent communication skills • Proficient in computer skills (Auto CAD 2D-3D, Microsoft Word, Excel).
