Position: ECCD Program Manager
Assignment Type: Renewable three year contract

Job background: The ECCD Programme Manager will lead and manage the ECCD Programme of Plan International Myanmar. S/He will play a large role in rolling out the recently developed ECCD strategy and ensuring that this programme is well planned, evidence based, monitored and evaluated. Other aspects of the role include partnership management, planning, M&E, representation and liaison. S/He will also develop capabilities of Plan International staff and partners to support the achievement of ECCD goals. Implementation of Plan’s programmes will be almost exclusively through local Myanmar partners and NGOs. The program will focus on improving parenting skills & capacity, access and quality of pre-primary learning opportunities and enhancing children’s transition to formal education. This position is based full-time in Yangon with 30% field travel.
Job purpose: Roll out of ECCD programme strategy in cooperation with programme staff and others • Identify and assess local partners for programme implementation • Build capacity of partners as required • Annual planning • Monitor and evaluate the implementation of ECCD programmes by partners • Insure reporting and programme related donor requirements are timely and of a high quality • Facilitate learning and knowledge management • Represent Plan Myanmar in various ECCD forums • Liaison with the Government regarding ECCD programme issues.
Qualifications, Skills & Experience: Citizen of Myanmar • Minimum five years of demonstrated professional experience leading and managing major ECCD programmes in Myanmar • Extensive experience assessing, building capacity, monitoring and cooperating with local NGOs • Good knowledge of community development in Myanmar • Experience in implementing donor-funded projects • Track record of participation, training, facilitation and awareness raising • Experience of working with children and communities is an advantage • Academic degree in relevant area • Excellent English language skills, both oral and written • Ability to work in a multidisciplinary and multicultural environment • Strong team-building and facilitation skills • Excellent communication skills • Proficient in computer skills.
