Community Mobilisation Officers - 3 positions

We work in 50 developing countries across Africa, Asia and the Americas to promote child rights and lift millions of children out of poverty. Plan International is independent, with no religious, political or governmental affiliations”. We have been working in Timor-Leste since 2001.

Plan International's programs in Aileu Municipality aim to ensure that children realize their rights to health, clean water and sanitation, education, and protection from violence, abuse and disaster risks.

These programs are partly funded by regular donations from Plan Internaitonal Timor Leste’s 9,000+ individual Child Sponsors, and will increasing be funded by Sponsors in future. Plan makes very long-term commitments to the communities where we have Sponsored Children.

Community Mobilization Officers will ensure communications to these Sponsors about the children, families and communities their donations are helping. The Community Mobilization Officers support Community Volunteers to produce communications, and verify the quality and accuracy of these communications.

The Community Mobilization Officers are based in the sukus of Aileu Municipality: i.e. they live and work in the sucus.

Dimensions of the Role:

The CMO leads and guides Community Volunteers. To a significant extent he/she manages his/her own time.

Dealing with Problems:

Complexity of problems handled & the degree of investigation, analysis & creative thinking required in solving them:

·         Will often have to deal with sensitive and complex problems at community level

·         Will need to learn about a range of programs and projects to support their implementation at community level

Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives:

Gained through education, training, & experience

Proven skills in engaging with children and young people in imaginative, creative and respectful ways, in line with Plan International's Child Centrered Community Development approach
Demonstrated community mobilization and coordination skills
Demonstrated skills and experience in planning, monitoring, budget management; report writing – the intellectual equivalent of a University graduate
Spoken and written English a major advantage
Ability to ride motorcycle an advantage, but not essential
