Strategy

Art produced at a Plan-supported preschoolPlan Vietnam’s country strategic plan for 2010-2015 supports the vision that “children in Vietnam – especially the most vulnerable and marginalised – live in communities that increasingly respect and promote their rights, enabling them to actively and meaningfully participate in society.”

In order to achieve this goal, 3 programmes have been designed to address key issues affecting children in Plan’s areas of operation:

  • Early childhood care and development in ethnic minority areas - focusing on ethnic minority children’s rights to survival and development
  • Child protection for all - ensuring children’s right to protection from harm and violence, with a special focus on children in special circumstances 
  • Child-centred disaster risk management and climate change adaptation - promoting the right to protection and assistance in emergencies and building the resilience of children, families and communities to better cope with the impact of disasters and climate change.

Plan implements its programmes through:

  • Implements a child-centred community development (CCCD) approach in which children, youths, families and their communities are active participants in their own development. 
  • Advocacy that focuses on promoting a child-friendly juvenile justice system and the adoption of a community-based child protection system. 
  • Integration and promotion of gender equality, inclusion and non-discrimination at all levels in all programmes. 
  • Capacity building and behavioural change communication for lasting and sustainable change. 
  • Focusing on ethnic minority communities in remote and mountainous areas of the country where the majority of the poor reside.
  • Mainstreaming child protection and disaster risk reduction in all Plan programmes. 

Our goals

To address these key issues, Plan Vietnam has set the following 8 goals:

  1. Children can exercise their right to live in a safe, caring environment, free from abuse
  2. Children in need of special protection receive adequate protection and care
  3. Children and poor women and men are fully involved in making decisions that affect their lives
  4. Children (0 to 6 years old) realise their right to early care and development
  5. The health of children and women of child-bearing age is improved and they can realise their right to grow up healthy and be protected from various health threats
  6. Children can exercise their right to live in households with sufficient food and secure livelihoods
  7. Children can exercise their right to live in a healthy environment, with access to water and sanitation services
  8. Children (6 to 15 years old) develop and retain basic learning competencies through quality basic (primary and lower secondary) education

Our progress

Plan Vietnam has instigated several programmes that have helped local communities actualise these goals with significant success.

The implementation of a holistic Early Childhood Care and Development (ECCD) programme has increased parents', teachers' and local governments' awareness of the importance of primary health care, hygiene, nutrition and child-friendly resources in providing optimum learning opportunities for children.

Furthermore, programmes that focus on generating sustainable livelihoods in the community have seen the malnutrition rates in children drop by 10%. Children living in remote villages now have greater access to preschool services and teachers and care givers are better equipped to provide quality child care.

However, one of the greatest successes of Plan's CSP, is the effective mobilisation of community participation - from planning to implementing projects.
