Plan collaborates closely with emerging civil society organisations (CSOs) in Vietnam. We develop the capacity of local non-governmental organisations and government institutions to help them build linkages with communities and increase their accountability and legitimacy.

Ministry of Labour Invalids and Social Affairs

At national level, Plan works closely with the Children Bureau of this Ministry to sustain its effective interventions toward child care education and protection.

Ministry of Public Security

Plan works with Agent V26 under this Ministry to strengthen the juvenile justice system in Vietnam, especially the effectiveness of all four national reform schools, and to reduce juvenile crime in two selected provinces by 2010.

Provincial People's Committees (PPCs)

Plan works in partnership with 15 PPCs to ensure their interventions at commune and village levels are permitted and supported.

District authorities

The departments of health, agriculture and rural development,education and training, and justice in 76 districts work closely with Plan to ensure technical effectiveness and efficiency of any interventions.

Communes

512 Commune People Committee, its different functional departments and mass organisations work with Plan to implement all of its interventions.
